Schools' health care costs audit saves millions
Some 38 districts, including all those in Wayne and Ontario counties, Wayne Finger Lakes BOCES and Finger Lakes Community College, in the Non-Monroe County Municipal School District Program averaged a savings of $20,000 to $25,000 per district after the audit confirmed 1,100 dependents were ineligible for the benefits they were receiving. Those dependents have been removed at an estimated cost savings of $2.2 million. The program, a health insurance consortium, seeks contracts from health insurance providers to bring its members the best coverage at the best price. Currently the program carries a contract with Excellus, bringing the insurance provider almost 12,000 enrollees. Headed by Steve Smola, owner of Smola Consulting out of Rochester, the audit examined some 11,400 contracts where dependents were listed on the policy and employees were asked to show proof of eligibility for each dependent. Any employee who refused to comply ran the risk of losing their health insurance. Smola said above all else, the audit accomplished what it was intended to by ensuring eligible employees are covered and taxpayers aren’t paying for ineligible dependents. The audit also produced one standardized enrollment process for the entire consortium to ensure employees are enrolled properly from the start. Smola said health care reform will simplify enrollment further and many ineligibles who were removed during the audit will become eligible again when open enrollment begins in July due to changes in health care laws, which raised the age for dependents to 25.Monroe 1 Boces - News

DUTIES:
1) Provide leadership for the School Library System as outlined in New York State commissioners regulations for library development and services.
2) Coordinate and supervise library automation service and staff while supporting problem resolution, training, and professional development for component districts .
3) Provides leadership for information fluency, multi-literacies, technology integration, and library/web 2.0 initiatives.
4) Coordinate professional development aligned to the Regents Reform Agenda in support of school library programs and school and district learning needs.
5) Administer federal and state library grants to enhance library services.
6) Coordinate and supervise Instructional Multimedia department, staff, and budget. Provide leadership for digital media distribution, video on demand, off-air recording, video production, and digital collection development which meets copyright guidelines.
7) Coordinate the Arts in Education and Enrichment program while supervising staff, program budget, and coser guidelines.
Attend both local and statewide meetings related to program and service responsibilities
9) Maintain relationships with vendor community for library automation, instructional multimedia, electronic databases, and Arts and enrichment services and programs.
10) Serve on regional committees, including WXXI, RRLC Advisory Committee, NYSED committees, Five-systems, GEVA Theater Advisory Committee, while acting in a consultant role to public, academic and school library systems (including non-public).
11) Report and work closely with the Director of Regional Services to improve services while performing other appropriate duties as assigned.
QUALIFICATIONS:
1) NYS Teacher Certification required in Library Media Specialist with a Master of Library Science.
